Lincoln appoints a former congressman to the Court of Claims. The commission appoints "Joseph Casey of Pennsylvania" to be a Judge of the Court of Claims. Casey served in the House of Representatives from 1849 to 1951, being elected as a Whig to represent Pennsylvania's 13th congressional district. After a brief stint as Pennsylvania Commissioner and as the reporter of decisions for the Pennsylvania Supreme Court, Casey was issued a recess appointment for the Court of Claims by Lincoln in May 1861 (as demonstrated here), then was officially nominated by Lincoln and authorized by the Senate in July. Two years later, Lincoln elevated Casey to the Chief Justice of the Court of Claims—a position he held for seven years from 1863 until his resignation in 1870.
