Papierbogen im Format 32,7 x 20,3 cm (US-Format?), beidseitig eigenhändig von Speer in Bleistift beschrieben, vs. betitelt "Verbrannte Erde". Speer führt zum einen seine Abmilderungen des "Nero-Befehls" auf "Industrieanlagen aller Art, einschließlich der Versorgungsbetriebe, dürfen daher nur dann zerstört werden, wenn sie vom Feind unmittelbar bedroht sind" und hebt seine damalige Alleinentscheidungsbefugnis hervor: "Die Durchführung wird ausschließlich von den Dienststellen und Organen des Reichsministers für Rüstung & Kriegsproduktion vorgenommen". Zudem zitiert er sein Fernschreiben vom 3.4.1945 an die "Wasserstraßendirektionen (Anm.: unter anderem in Hamburg, Bremen, Hannover, Magdeburg, beim Ministerium des Innern München) - Sprengungen von Schleusen, Wehren, Talsperren, Kanalbrücken und Hafenanlagen sind auf Grund des Führererlasses vom 30.3.45 untersagt, solange ich nicht zugestimmt habe." Speers Rolle in den letzten Kriegsmonaten ist widersprüchlich, zum einen erreicht er tatsächlich bei Hitler eine Verschonung von Industrieanlagen vor der Zerstörung und forciert in den letzten Wochen auch die Produktion von Landmaschinen und Nahrungsmitteln, um ein Überleben der deutschen Bevölkerung nach dem Krieg zu gewährleisten, zum anderen organisiert Speer aber auch gemeinsam mit Himmler und Goebbels die Totalisierung des Krieges bis zum Ende. Aufgrund seiner geschickten Selbstinszenierung als unpolitischer Technokrat, der nichts von den Verbrechen gewusst haben wollte, und seiner ausgeprägt zur Schau gestellten Reumütigkeit gelang es Speer, dem Todesurteil in den Nürnberger Prozessen gegen die Hauptkriegsverbrecher zu entgehen.
