Silber, die Medaille überhöht durch eine beweglich angebrachte, hohl gearbeitete hessische Krone, Durchmesser 21,08 mm, Gewicht 3,11 g. Die Vorderseite zeigt in einem Lorbeer- und Eichenlaubkranz das Monogramm "A I" für Fürst Alexander I., die Rückseite in einem Perlkreis die Inschrift in sieben Zeilen "1881 30 АВГУСТЪ ВЪ СПОМѢНЪ НА РАЗДАВАНИЕТО ЗНАМЕНАТА НА БЪЛГАРСКАТА ВОЙСКА" ("1881 30. August Zum Gedenken an die Zuteilung von Bannern an das bulgarische Militär"). Die Top-Qualität der Ausführung spricht für die Fertigung in Österreich-Ungarn.
Am 30. August 1881 wurden den jungen Bataillonen der bulgarischen Armee ihre ersten Fahnen zugeteilt. Bei dieser Gelegenheit wurde 1881 die Medaille für die Zuteilung von Fahnen an die bulgarische Armee eingeführt. Die offizielle Zeremonie fand am 30. August/11. September 1881 in Sofia statt, wo der bulgarische Monarch die Medaille persönlich an die Empfänger überreichte – die hochrangigen Offiziere der bulgarischen Armee, Regimentskommandeure und ihre Adjutanten, Fahnenträger und möglicherweise auch den Kabinettsministern.
