Churchill extends pay increases granted under "Army Order 1 of 1918" to South African soldiers and laborers who served in the First World War. Churchill writes "regarding the pay of the Cape Coloured Contingents, you will, I know, be glad to hear that we have been re-considering the position recently and have decided to give them, ie. the Cape Corps (Infantry), the Cape Coloured Labour Battalion and the Cape Auxiliary Horse Transport companies, the benefits of the increased pay… They will also get the full Gratuity."
