Three important documents from British and Arab perspectives on the fallout from the Shaw Commission. The 1929 riots so concerned the British authorities, that the Shaw Commission of Enquiry was established to investigate the reasons behind this outbreak of violence. The commission published their report in March 1930 (see previous lot) which called for a final settlement of the rights and claims by the different religious parties in regard to the Western Wall. In order to do this, the British, established a further commission in consultation with the League of Nations (see lot 102), which set out ownership of the Wall and the religious observances permitted there.

Palestine. Statement with regard to British Policy. [Cmd. 3582.] London: HMSO, 1930. Octavo (240 x 155mm). 10pp. (lightly creased and dust-soiled in top margins, central bifolium loose). Stapled self-wrappers (staples rusted, the whole sometime folded horizontally). The White Paper on the Shaw Report, announcing that the recommendations of the Shaw Commission were being favourably viewed, while acknowledging Lord Snell's dissenting opinion. [Sold with:] – Palestine. Statement of Policy by His Majesty's Government in the United Kingdom. [Cmd. 3692.] London: HMSO, 1930. Octavo (240 x 155mm). 23pp. (third leaf dogeared due to production flaw, top corner faintly creased). Stapled self-wrappers (staples rusted, fore-margin of upper cover dust-soiled and lightly creased). The Passfield White Paper. Issued by the colonial secretary Lord Passfield in the wake of the 1929 riots, this statement supported the Hope-Simpson report that Jewish immigration pressurized and displaced the Arab population of Palestine, rejecting the view that the Jewish National Home was the principal feature of the Mandate, and emphasised the obligations of the Mandatory authority towards the Arab population. [And:] ARAB EXECUTIVE COMMITTEE. Memorandum on the Palestine White Paper of October 1930 …prepared by Aouni Abdul-Hadi. Jerusalem: 1930. Octavo (245 x 165mm). 50pp. Text in English. Original brown printed wrappers, stapled (spine defective and covers almost detached, staples rusted, extremities lightly rubbed). [With:] – printed letter in English dated 5 January 1931, presenting the Memorandum to Sir John Chancellor, High Commissioner for Palestine, from Mousa Kazem Hussaini, President of the Arab Executive Committee. 1p. (285 x 219mm), folded horizontally (short tear along creasefold, bottom margin fractionally frayed). Official Arab reaction to the Passfield White Paper (Cmd 3692). Musa Kazim Pasha al-Husayni (1853-1934) was mayor of Jerusalem (1918-1920), later becoming President of the Arab Executive Committee of the Palestine Arab Congress. This Memorandum might be seen as the last important political act of the Arab Executive Committee, since its influence had begun to wane, and the Grand Mufti, Amin al-Husseini (c.1897-1974), had started to exercise more political influence. Under al-Husseini, the Arab Higher Committee took over as the highest Palestinian central political body from 1936 onwards. The Memorandum’s author, Awni Abd al-Hadi (1889-1970), later became a founder member of The Independence Party of Palestine (Hizb al-Istiqlal). Khalidi & Khadduri 820.
