Three pages, bifolium, 200 x 252mm on United States Marshal's Office letterhead (some ink show-through and transfer, first page chipped at lower corner, slight split at bottom of centerfold).
Lincoln submits an endorsement of a future Major General to the Secretary of War and General-in-Chief. In this endorsement, Colonel John Ely of the 23rd Regiment is described as serving "...in the battle of Williamsburg & at Fair Oaks...his right leg was broken by a musket shot in the early part...but he remained in Command...& successfully kept the enemy in check..." before later re-entering the service just after Antietam before his wound was fully healed. The letter additionally mentions his service in "..all the actions in the Rappahannock under Burnside and Hooker..." and that he kept his regiment together during the battle of Fredericksburg. On April 15, 1865, he was brevetted Brigadier General, US Volunteers for "gallant services in the field", and Major General, US Volunteers for "faithful and gallant conduct throughout the war."
