Karpenko Vitaliy was born in 1963 in the city of Dnepropetrovsk, Ukraine. He studied in high school number 1 in Dnepropetrovsk from 1978 to 1981. 1981-1986 Kharkov Academy of Arts, 1987-1990. The St. Petersburg Restoration Center engaged in monumental and decorative painting carried out restoration works in the museums of St. Petersburg, as well as in the Russian Museum, museums of the cities of Moscow and Feodosia.
