Fritz Fleer est un peintre et sculpteur allemand. Il a étudié à l'université des beaux-arts de Hambourg dans la classe d'Edwin Paul Scharf.
En tant qu'artiste indépendant, Fritz Fleer crée des œuvres pour l'urbanisme depuis les années 1950 ; à Hambourg, il a reçu une commande de 17 sculptures de la société municipale de logement SAGA.
