Regarding the early political appointment of the son of a family friend, Roosevelt assures his correspondent that "no appointment was ever made more strictly on the merits," and cites an old Russian proverb: "Once in ten years a man can help a friend," and concludes "it is not much more often that the chance to help coincides with the need or desire of the man to be helped. I am so very glad that this particular occasion they came together". The Flandrau/Selmes family owned a ranch in the Dakota Territory which was close to Roosevelt's own ranch, leading to a close friendship between Roosevelt and members of the family. The appointee referenced here is an early political appointment of John Wallace Riddle (1864-1941), who would go on to serve as Roosevelt's Minister to Serbia and Ambassador to Russia.
