LINCOLN, Abraham (1809-1865). Partly-printed document signed ("Abraham Lincoln") as President, Washington, 17 January 1865. Also signed by William P. FESSENDEN (1806 - 1869) as Secretary of the Treasury.

One page, 445 x 350mm (sight), with blind-embossed seal (typical folds with some small tears at centerfolds, light soiling at upper corner, light offshadowing). Matted and framed, not examined out of frame.

Lincoln appoints Edgar Needham as the Assessor of Internal Revenue for the Third Collection District of Kentucky. Needham (1813-1873), a well-established marble dealer in Louisville, was a well-known abolitionist in Kentucky, adding his name to a letter of support for Kentucky military governor John M. Palmer which wrote: "It is too late to do anything for the 'conservation of slavery'. Its doom is sealed" (Free South, 25 October 1865). He would later strongly endorse the incumbent Ulysses S. Grant's presidential campaign, providing a stirring speech in Louisville's ratification meeting in January 1872 against the new Liberal Republican Party candidate Horace Greeley. In his opposition, Needham argued the Democratic party "abandoned its old leaders, trodden underfoot its old platform, forsaken its old principles, and comes down from its lofty perch, and prefers to take refuge under the sheltering wing of Horace Greeley" (Daily Louisville Commercial, 19 June 1872).
